What’s Happening?
The federal government has proposed rolling back the Endangered Species Act (ESA) to weakened 2019 rules — changes that would make it significantly harder to protect vulnerable species and the habitats they rely on.
This includes the Western monarch butterfly, whose population has collapsed by more than 95% and may be officially listed as Threatened by the end of 2025.
This is not a political issue — it is a biodiversity crisis.
Habitat loss, climate instability, pesticides, and development already threaten monarchs. Weakening the ESA now could accelerate their decline.
Why Your Voice Matters
The public has until December 22, 2025 to submit comments on four federal rules that will determine future wildlife protections.
There are fewer than 10,000 comments submitted — but the goal is 1,000,000.
Every unique comment must be read by the federal government.
Your voice can make a real impact.
Take Action: Submit Your Public Comment
Deadline: December 22, 2025 — 11:59 PM ET
Submit comments at all four official federal dockets:
1️⃣ Listing Rule — FWS-HQ-ES-2025-0039
(Threatened species protections / 4(d) rule)
Comment here:
https://www.regulations.gov/docket/FWS-HQ-ES-2025-0039
What to say: “Retain the 4(d) blanket rule. Newly listed species like the monarch butterfly must receive immediate protections.”
2️⃣ Interagency Cooperation — FWS-HQ-ES-2025-0044
(How federal agencies review impacts to species)
Comment here:
https://www.regulations.gov/docket/FWS-HQ-ES-2025-0044
What to say: “Strengthen Section 7 consultation. Monarch overwintering and migratory habitat must be fully evaluated.”
3️⃣ Listing Procedures — FWS-HQ-ES-2025-0029
(Evaluating species for listing protections)
Comment here:
https://www.regulations.gov/docket/FWS-HQ-ES-2025-0029
What to say: “Protect future-oriented science. Climate-driven threats must be considered for monarch survival.”
4️⃣ Critical Habitat — FWS-HQ-ES-2025-0048
(Protecting essential habitat)
Comment here:
https://www.regulations.gov/docket/FWS-HQ-ES-2025-0048
What to say: “Base habitat decisions on science, not economics. Monarch overwintering trees and migration corridors must remain protected.”
Suggested Simple Statement (Copy & Paste)
“The Endangered Species Act is one of our most important safeguards against extinction. I oppose efforts to weaken wildlife protections. Please retain science-based criteria, maintain the 4(d) rule, and ensure the monarch butterfly receives full protection.”
